Fulton faces overcrowded assemblies, cramped spaces, compromised student services

District proposes attendance boundary changes

The District has been continuing its work to alleviate the overcrowding at Fulton. At the last board meeting the administration shared that a first step is to relocate Fultonís Early Learning Program to Memorial. With the communityís help, the administration researched many other options, but they all proved to be expensive or impractical.

The best and most cost-effective solution is to shift attendance boundaries. This proposal allows the District to provide Fulton students with services comparable to other District 146 schools. The Districtís goal is to positively impact students while practicing good stewardship of taxpayer dollars.

The District is considering boundary changes in the areas of North Brementowne and Tinley Terrace (maps below) for the 2016-17 school year and subsequent years. The changes would reassign 2016-17 pre-k, kindergarten, 1st and 2nd graders in the North Brementowne area to Kruse, and pre-k, kindergarten, 1st and 2nd graders in the Tinley Terrace area to Fierke. Next yearís 3rd, 4th and 5th grade Fulton students in these areas may finish their remaining years at Fulton, but would have the option to move to the new school.

Any student who moves to Kruse or Fierke will have their registration fees waived for the 2016-17 school year.

The North Brementowne boundary change is highlighted in red on the map. Students in pre-k through 2nd grade in this area would attend Kruse Education Center beginning August 2016.

The Tinley Terrace boundary change is highlighted in blue on the map. Students in pre-k through 2nd grade in this area would attend Fierke Education Center beginning August 2016.

On May 2 at 6:00 p.m., a Board Workshop will be held at the District 146 Administration Center. After hearing the communityís input, the Board of Education will consider a boundary change resolution at the May 9 regular board meeting.

The District is excited about the opportunity this change would provide. It immediately improves the learning conditions at Fulton. Meanwhile, Kruse and Fierke are eager and ready to receive their new students. The District looks forward to showing parents how impressive these schools are and how studentsí experiences would be enriched at their new District 146 school.

District 146 develops new plan to address Fulton overcrowding for next fall

Dear District 146 Families,

As you know, the Board of Education has been looking at different strategies to relieve the overcrowding at Fulton. Many of you attended the March 14th Board meeting to hear initial options being considered at the time. Thank you for all of the feedback. Since that meeting, we have developed another option. This new plan calls for the portion of the Early Learning Program currently housed at Fulton to be housed at Memorial beginning next year. This would give Fulton two additional classrooms. An additional third classroom will likely be gained based on next yearís enrollment projections. We are still searching for a way to achieve a fourth classroom.

I met with the Early Learning Program staff and received good feedback from them. Fulton Principal Ron Gonser, Memorial Principal Mike Donovan and I, are now discussing the plan with Fulton and Memorial staff and asking for their feedback as well, as we continue to develop the idea. There are key questions that still have to be answered. We will discuss this plan at our upcoming regular Board meeting on April 11th, during the Superintendentís Report. The Early Learning Program shift is the best temporary solution thus far. We are continuing our effort to develop a long-term solution. If you have any comments or suggestions, please contact me at

I also wanted to advise you that the Board Workshop scheduled for April 11th to discuss Full Day Kindergarten has been postponed while the Board of Education focuses on a solution for Fultonís overcrowding. Letter Home 3-3-16: District explores strategies to address overcrowding at Fulton School

Dear District 146 Families,

I have important information about our District 146 facilities regarding school population. District 146 is currently experiencing overcrowding at Fulton School. Fultonís enrollment is at 106% of capacity, which is stretching resources thin and causing undue stress for both students and teachers. Rooms that were not designed to be classrooms are currently being used to instruct students. We need to find a solution.

Other District 146 schools (Fierke, Kruse, Memorial and Central) are not experiencing overcrowding. Fierke is at 71% of capacity, and a recently completed demographic study predicts that enrollment will decline slightly over the next five years. Similarly, Kruse is currently at 76% of capacity with the demographic study predicting stable enrollment at Kruse over the next several years. Memorial is at 82% capacity with the demographic study showing a modest increase over the next several years. Currently, the District 146 Board of Education is looking at several strategies to relieve the overcrowding at Fulton. Some strategies include shifting attendance boundaries, which would result in some Fulton students attending other District 146 schools as early as next fall.

We are working to determine the best possible solutions for our District. I will share an overview of possibilities with the Board of Education at the Board Meeting on March 14th at 6:00 p.m. No decisions will be made at this meeting, but if you would like to hear the Boardís discussion, please join us.
